Did you know that Upper Serangoon Road has been around since the 1820s, and is almost 200 years old?
Together with Serangoon Road, the two roads combine to form a radial arterial road from the city to Hougang Town. The stretch of Upper Serangoon Road that falls within Hougang Town was lined with famous markets and shops in the past, and the Old "Kangkar" Port located at the north end of the road used to be a thriving wholesale fish market.
There are also two gazetted national monuments located along the road - the Tou Mu Kong Temple and the Church of the Nativity of the Blessed Virgin Mary.

Colours of Hougang Enriching and Engaging

Under the Remaking Our Heartland plans for Hougang Town, one of the proposals is to transform Upper Serangoon Road into a Heritage Corridor. Four locations along Upper Serangoon Road have been identified as nodes to accentuate the points of historical interests.

  • Market Square at Kovan City

    Proposed Market Square A new Market Square at Kovan City will allow visitors to relive the memories of the good old days through storyboards and old community games. The social memories of the old Simon Road Market will be showcased, alongside a space for multi-generation use and community bonding activities. These include organising flea markets, games, storytelling sessions, and outdoor screenings of black-and-white movies.



  • Key Offshoots at Hougang Central and Hougang Avenue 10

    Hougang Central, and Hougang Avenue 10 off Upper Serangoon Road, are marked as key offshoots to enhance the visibility of the Town Centre. Improved walkways and landscaping will be implemented along these 2 roads.

  • Heritage Corner at the Town Centre

    A Heritage Corner at the Town Centre will be created to increase public awareness of Hougang's history. The space will contain information panels and storyboards, with old imageries depicting the rich history of Hougang.


  • Old "Kangkar" Port

    Marking the historical coastline of Sungei Serangoon The Old "Kangkar" Port holds memories of an old fishing village, and was once a gathering point for the community. To commemorate the location of the port, the pavement will be marked with the historical shoreline of Sungei Serangoon and storyboards of the port's history.

Ideas to Share Prizes

  • Attractive prizes, up to $800, will be given out to the winning ideas.
  • Shortlisted entries will be published in an online Ideas Gallery, and feasible ideas may be implemented.


How to Submit

Illustrations in any media (e.g. drawings, sketches, photographs, videos, PowerPoint presentations, etc.).
Each submission must include a short description of up to 100 words.

  • Drawings
    - min. A3 size; max. up to four A3s (or one A1)


  • Sculptures (representation of figurines/ historical setting)
    - max. dimension of 30cm x 30cm x 30cm (e.g. clay/ paper mache)


  • Videos
    - min. 60 seconds; max. 2 minutes (.mp4, .mov, .avi, .wmv, .mpeg format)


  • PowerPoint Presentation
    - max. of 30 slides

The Call for Ideas Exercise will close on 31 Oct 2014. Shortlisted participants will be notified via email at a later date.


Terms & Conditions

By submitting an entry, the participant grants to HDB an irrevocable and unconditional right to copy, adapt, reproduce, create derivative works from, modify, publish, edit, distribute and display the entry or otherwise use or implement the entry (in whole or in part) for whatever purposes without any payment of any fee or charge. For the avoidance of doubt, such right shall include the right to use any intellectual property rights which the participant has in the entry.

The participant represents and warrants that the entry is original, not previously published and does not incorporate or include material that infringes or violates any personal property rights of a third person or would require the consent of any third party or is otherwise unlawful or infringes the intellectual property rights of any third party or infringe or violate any law, right of any person or entity.

The participant shall also have no (i) right of approval of HDB's intended use or modification of the entry, (ii) no claim to compensation, and (iii) no claim (including, but not limited to claims based on invasion of privacy, defamation or right of publicity) arising from HDB's use or modification of the entry.

The participant further agrees that HDB, its agents, contractors, employees, officers and representatives are not responsible for lost, misdirected, incomplete or postage-due entries.
